Municipal engineering is the cornerstone of our business. We currently serve as the Engineer of Record for more than 50 municipal entities throughout South Central Pennsylvania, including 1st Class Townships, 2nd Class Townships, Boroughs, Cities, Counties, and Authorities. We proudly help these municipalities preserve, manage and construct better communities. Our municipal engineers are known for their patience, approachability, and creative solutions to complex problems.

Whether it’s permitting within a roadway, an approval to cross a stream, or a right of way to install on private property, we help utility companies overcome hurdles so they can update their infrastructure and extend their services to new customers. Our engineers specialize in 3D modeling and BIM implementation allowing the structural design to integrate seamlessly with architectural models.

The GBSWA is fortunate to have Chad Clabaugh as our principal CSD representative. C.S. Davidson, who offers a full range of services, has been the Engineer of Record for Manheim Township since 2008, replacing the Engineer of Record who had served Manheim Township for over 50 years.  

CS Davidson has been responsive to Township needs, including but not limited to subdivision and land development reviews, site inspections related to development plans and public work projects, survey and design work requested by the Township, representation at in-house and public meetings, assistance with ordinance updates, responding to residential complaints related to stormwater matters and reporting for MS-4 purposes. Although, one primary contact is assigned to the Township, CS Davidson, provides depth in services such that a knowledgeable back-up contact is always available.  This enhances daily coverage, consistency, and timely responses.”
